I can look up a user's project roles from user management and it does not include all of their project roles. We are on Jira Cloud. Has anyone else encountered this problem?

Thank you for your answer but, I was reviewing the user's project roles. The problem is the user had a customer account and a licensed account with the same email address. This made it appear there was a discrepancy between Project roles that can be viewed from User admin (Admin > select user > select View Jira project roles in the drop down next to Reset Password) and Project role from the project.

Thanks for your clarification Sharon, I ran through the steps to try and replicate the case. Here's what I've tried:
Result:
From the Service Desk Project > People, I can see that the user are assigned with Multiple Roles, and changing them will reflect towards the View Project Roles, vice versa.
Just to confirm, do the user has JIRA Service Desk application access ticked?

I can understand that you would like to view the project roles, however, I believe you are viewing the Groups under the user management which is a different identity.
The differences:
Groups are multiple users in your Atlassian Cloud site need the same permissions or restrictions.
project roles are a flexible way to associate users and/or groups with a particular project.
You can verify either project roles or groups from the URL address:
Groups:
https://<instance>.atlassian.net/admin/groups
Project Roles:
https://<instance>.atlassian.net/plugins/servlet/project-config/<ProjectKey>/people
