User Missing Export Option

I am trying to share a filter to a user so they can export it whenever they want instead of asking me. She said she does not have the Export option at all on the screen. I can't find any permission that controls this; all I found was some indication that this randomly doesn't show for some users, but the articles were quite old. Does anyone have any up-to-date insight?

Hello,

The user should have the export button in the Issue Navigator. Could you share a screenshot with the absent export button?
