It seems that the User Picker filter uses OR/additive logic to generate the list of allowed users. That is to say, members of both Group X or Group Y appear in the list.
Is there a way to make it use AND/subtractive logic? So that only users who are in both Group X and Group Y appear in the list?
For instance, I would like a list that shows users who are in both the Management group as well as the Customer Care group, but excludes managers who aren't in the customer care dept and customer care employees who aren't managers.
I don't see any clean way to do this, so maybe I need to make a feature request (unless there is an existing one I can vote for)

This type of customization is not possible for User Picker.
However, there is a feature request, to give more possibilities of configuration to it.
