Users are Unable to create sprints even they are admin to both board and project. We are using jira version

Check to see if these users have Schedule Permissions access. They need it to manage sprints

Project administrators have manage sprint ability and these users are project admins and i made them admin to respective boards too.

Try adding Schedule and Create Issues access for these users. If that doesn't work, I'm stumped.

Tony, All Jira users have create issue access.
