Issue: I have some users who randomly cannot log into Jira or Confluence.
The confluence log shows:
2019-02-07 11:35:50,997 WARN [http-nio-8090-exec-5] [atlassian.seraph.auth.DefaultAuthenticator] login login : 'cwoods' tried to login but they do not have USE permission or weren't found. Deleting remember me cookie.
Environment: Confluence is using Jira user directory. Jira is configured to use Active Directory to verify passwords only.
Additional info: when i migrated from Internal user directory to the LDAP with Authentication directory i copied the users over using the built in function.
Any advice or straight up answers would be appreciated.

Can you check a couple of things below:
If there is a duplicate in the internal directory? Same login id (i.e 'cwoods')?
Whether the user is in the correct group to use JIRA and/or Confluence?
And what is the order of your directories in your Jira and Confluence?

Yes there will be some users with accounts in both the internal and Delegated LDAP Authentication user directory.
The order LDAP then Jira Internal.
