Users not appearing when trying to assign roles under projects

We recently upgraded from JIRA 6.4 to JIRA 7.13.

 

We have configured delegated LDAP, which is working perfectly fine after the upgrade too. Users are able to login as well as perform all actions properly. But, we are not able assign roles to users, and therefore unable to assign issues to users.

 

Under project settings -> Users and Roles, when we click on 'Add Users to Roles', we do not see any names. When we start typing, it only shows local users. We would like to know why is this happening in 7.13? It was working perfectly fine in JIRA 6.4. It should show all users from the delegated LDAP, so that we can assign them roles there by assign issues. 

We do not see any errors related to this in atlassian-jira.log file.

I've tried to consider multiple different scenarios that might account for this behavior.  However with the info you have provided so far, I can't seem to find any situation where these would apply.

As such I created a support request on your behalf so that we could gather some more logs and environmental info from your system to better assist here.
