Hello. I am on charge of projects in Jira Software and I am looking a way to allow create bug issues to an external member who does not have a Jira License, Does someone knows a way to implement this?

Is this for a Team Managed project or a Company Managed project?
If it is a Company Managed Software project you could use an Issue Collector.

Another option is to allow them to send an email, and set up the email handler to specify a default Reporter that is a licensed user.
Another option is to enable grant the Create Issue permission for the project to Public.
And another option from another post I found came from an app vendor that suggested their own app for this type of scenario. I don't have any experience with the app so I can't actually say that I recommend it. This is just an example of an app that might help your. There could be other apps that provide similar functionality.
