Is it possible to add a Validator or a Condition to this transition (below attached highlighted Transition snapshot) so that only "New Issues" can be sent to status "To Do"?
Currently tickets that the DEV team have already finished their work on are sent again to "To Do " by other teams. This is causing issues with the DEV workflow and is affecting the team’s KPI’s.
Three options, depending on what you really need, as I'm not 100% sure from your question.
Is it a blanket "no-one can go from in-progress, in review or done, back into to-do"? If so, then just delete the "all" transition
Should there be only one or two places? For example "you can go back to todo from in-progress, but not done or in-review?" If that is the case, then delete the all transition and add a transition from in-progress to to-do.
Is it that you want to let some people use this transition, but just stop the developers from using it? In this case, a condition would be best. You'll need to find one that says "you must be let group or role X" to do this, depending on how you are identifying people as developers or other user types.

Ok, Thanks for providing various solutions. Can you pls have a look at below question in this case which would be best.
It seems the issue is when a user outside of the DEV team is clicking the below button (Assign to Test). This must send the ticket back to ‘To Do’. Can Jira be configured to allow only DEV Team members to use this button ( Assign To Test )? Please see the below attached snippet for your reference.
Or are there any other options that you know of ?

Ok, that's the "use a condition" answer.
I've given it the wrong way around for you - you actually just want a condition on the "all" transition that says "developers only", which should be easy if your developers are all in a group or role in the project.
Be aware that this will stop everyone except developers using it in all places. Only developers will be able to push to "to do" from in-progress, in-review and done.
