I am trying to understand what you are asking for. Are you on cloud or on premise? I suspect on premise.
As I see your URL you are trying to create a direct link to creating an issue in the specific environment (I assumed you just anonymised the <company_host> part). Which is good and possible but it also seems like you want to prepopulate the create form with other fields; label, customfield and description

By the comments it seems like the ability is available in Data Center v9.12.5

According to the corresponding Cloud ticket it does not seem to work there (yet): JRACLOUD-23590
I noticed however that Melkers example URL in JRASERVER-23590 only include standard fields, not custom fields. There are suggestions adding custom fields to the create issue URL, both for cloud and on prem, which unfortunately have been closed with Won't fix resolution: JRASERVER-3496 , JRACLOUD-3496
However the ability to set up URLS with autopopulated request fields (including custom fields) was shipped in Jira Service Management Data Center 4.22. See documentation here.
I think only Atlassian can answer from exactly what version (some of it) this works. Maybe add a ticket to their support to get an exact answer?
