I'm trying to add Github integration to Jira Cloud following the recommendation of installing the Marketplace app https://confluence.atlassian.com/adminjiracloud/connect-jira-cloud-to-github-814188429.html . I have been able to add the Development field to Classic projects in Jira from project settings > Issue layout no problem after adding it to the scheme. Can't seem to find the next-gen project settings anywhere and add this field to the layout. Am I missing a permission or something or is this just how the next gen projects are?

Per your description, I believe you might be missing some step of the process to integrate Github and Jira Cloud application. Please, allow me to provide you with some concepts so we can know we are on the same page here:
The integration between Github and Jira is configured once for the whole Jira site with the GitHub integration app, and not on a per-project basis, so the development panel should be displayed for all project types you have (Including Next-gen) once it is finished. About the sentence below:

Actually, you don't need to add the Development field to the issue layout of a project to display the development panel. Once you install the Github for Jira app and finish the integration with the steps of the documentation you provided, the development tools panel should be appearing in all of your projects, including Next-gen.
That being said, can you please let us know from where you got that instruction about the development field in the issue layout?

That resolve the issue. I realized I needed to push up a branch with the jira ticket number in the branch name and that triggered the Development panel to be displayed.
