We are using Jira Software without a roadmaps and we want to create an initiative above epic and another level between epic and story. How we can create this?

You can issue links to create your own hierarchy.
But to visualize the hierarchy and track the progress at each hierarchy level, you will need an app.
We have create an app just for this need, Agile Tools.

You will need an app to provide a layer above Epics - Advanced Roadmaps is the Atlassian one, but there are others in the marketplace.
Jira doesn't have a configurable hierarchy, you can't insert layers, it is fixed as Epic -> Issue -> Sub-task.
But the Structure app is a good way to make issues look like they have more layers.

Another question on the same topic - is it possible to change and create a story below the story in the hierarchy?
epic -> business story -> technical story -> sub task
like that?

Not with plain Jira. as I said earlier. You'll need to be looking at Structure for that.
