Make sure that this issue actually exists in that project. If it does, try again in a few minutes. If you still can't link to the issue, contact your Jira admin.
I have given all the permission to the user, but unable to view the ticket

Can you see the issue yourself? Just want to make sure it has not been deleted.
If you can see it, try using the Permission Helper in the Permission Scheme. It will tell you why they cannot see it.

Yes, i have tried that too in Permission Helper. Upon submit it show me have access. but unable to view it.

Can you share two screenshots?
1. Where you ran the permission helper and it shows full access.
2. What the user sees when he tries to go to the issue.

did u provide browse project permission to that user? Are u sure that there are no issue security that forbid user to see that specific issue?

Yes, i have provided all the rights to the user and me, I'm also one of the admin on that project but unable to view the tickets description.
