Were/How can I create a new report ?

I have a filter "Open issues by Estimate" and I want a report with the sum off the estimate time for all the issues

You can go to the dashboard (or create a new one) and add the Workload pie gadget. There, choose your filter and make sure to click the appropriate variable (time spend, original estimate, remaining estimate):

For some reason I do not have the Jira in the

Is it a new gadget ?  in a new Jira version ?

That is strange, since this report comes with Jira when installed. I don't know if any other from the community could help you and propose something else, but I would ask a question to Atlassian support about that missing chart.
