One of my users is worried about having more than 10K issues - is there a max number of issues that can be created per project? I don't think there is but they want a definitive answer. Does having a 5 digit issue code impact performance or reports? Thank you.

A high number itself, no. The number is limited by the database, but to extremely lrge numbers.
I've seen a 95% functional Jira project with over a million issues in it. The failing 5% were reports attempting to read too many issues at once.
