We are in the process of closing down access to our Jira projects, but seems to have lost access to the Releases page for some users.
I can't imagine they need Administer Projects permission to view the Releases (that would be stupid).

To ensure that users can see the release, you need to open the Browse Projects permission to these users in the project permission scheme.

Ah, so that is a kind of read all project information permission I guess. And to assign a Fix version to an issue I assume you need the Edit Issues permission.
