I would like to get permission to some of my team to create and edit autos but standard Service desk agents do not have that permission...do they need admin rights?

Go to Settings > System > Automation rules
Then click on the 3 dots menu on the upper right side and choose Global Configuration.
What I have done is create a group in Jira for whom I want to grant the ability to do Project Automations. Then I have placed that group in the Permissions in the Global Configuration.
Then as I want to add or take someone away, I just add or remove them from the group.
As a side note, only Jira Administrators can create/edit global rules or rules for multiple projects.
