Currently, every licensed user in Jira has the ability of creating a board. They can also opt to share the board or keep it private for themselves.
There is no specific permission for creation of board.
below open feature request for it, we are tracking its progress on the below link:
so say you have created a board in a project you can restrict the board filter to specific users.

What type of project are you using?
There is not a native project role named "Board Administrator". If you see such a project role in your instance it is a custom project role create by the Administrators of your instance.
There also is not a permission specific to creating boards.
Do you have a user that is encountering a problem when trying to create a new board? If so, what problem are they encountering?

I presumed this was a native project role. The administrator who setup our Jira left the company, and the only instruction that I was provided with was how to invite users and the standard she wanted for creating a new project.
I will look at this role further and see what is assigned to it.
Unfortunately, I do not recall what the issue was for the individual that was having a problem, as I helped them with what they needed so the immediate need was resolved and that was all that was needed at that time.
