What should I look at specifically regarding the inability to reopen a cancelled ticket?

Good Morning, 

I have noticed an odd issue between two of my projects --- when one task is cancelled under a specific project, I can reopen it easily regardless of who created or cancelled the ticket, however, in another project, I cannot do this easily.  Instead, I have to Move the ticket to another project and then move it back to reopen the cancelled ticket. 

Is this a problem with the workflow or is this another issue entirely?

Assuming cancelling an issue means moving it to a cancelled or ending status, then yes, your problem is with the workflow.

Either there is no transition from the current status into the cancelled or end status, or there is, but it has a condition on it that is blocking you from using it.
