What to learn for developing jira plugin for data center?

I am new to Jira plugin development. I had a doubt regarding what all technical skills do we require to build a Jira plugin for the data center from basic to advance level like spring boot, spring MVC, react, etc. 

Can anyone please explain this in detail so that I can start my learning journey from the correct point?
