When I log into jira project and click on the tabs on the left side panel, the panel greys out.

Which tabs you have been clecked from the left side panel and then panel itself greys out.

Without knowing this we can not help you.

The tabs like Backlog, Releases, Reports,Issues..

Greys out mean like as follows, if yes then it will happen for a few seconds and then you will be able to see all the tabs like normal.

In my case, its permanently faded and I am chrome and not using internet explorer where this is a common problem.

I am also using Chrome browser only, it will greys out while page loading then it will come as usual.
