When JIRA ticket created, it should go to pool. Any JIRA user can handle ticket

When issue is created it should be in pool..Any JIRA user can handle the ticket. 

Its who sees the ticket first can assign himself that ticket.

Can we do it? 

Please help me

Yes but the key is in the process you use to “find” the issue. You can leave issue “unassigned” and display them in a Kanban or scrum board of us a dashboard.
