A jira issue has been created. We found that the key number does not increase sequentially, but increases intermittently by skipping numbers.
No action was taken to delete the issue.
Additionally, automation only consists of designating a person in charge when creating an issue and commenting when certain conditions are not met.
usually this happens if someone deletes issues or if issues are not visible to someone due to permissions. (I've read that you say it's not like that.)

This is simply not possible. Issues are being created and most likely someone (or an automation) deletes them. How are these issue being created in the first place?

I did not delete the jira issue separately. We use jira as a company, but only I have the right to delete.

If you have enables a security scheme and some issues are on a level to which you are not part of, then you wouldn't be able to see these issues. Can you post images of your security scheme?
