I`ve created a new group in GitLab with a project and tried to connect to my Jira.
Jira successfully recognizes my namespace, but after clicking a LINK button an error was raised: "The Jira user is not a site administrator."
Previously I did it and everything was fine.
What can be the issue ?
The task was resolved by adding to my user admin permissions here

Recently some issues arose with our Jira <> GitLab integration when we wanted to add new projects to it. We have reached the same point and ran into the same issue!

Not yet unfortunately. Our DevOps team is looking into it, I'll follow up with them and see if they had any luck.
We changed nothing, other than upgrade to GitLab CE 14.4.2, perhaps that is part of it. What version of GitLab are you using?

Running into the same problem on a fresh 14.7.0. when watching the network logs, the POST to https://gitlab.ourdomain.com/-/jira_connect/subscriptions returns 403
