We are preparing to merge two separate JIRA instances, but, we are wondering if the ticket numbers are retained once the merge is complete, or, all tickets renumbered as part of the merge process. Any insight would be appreciated.

How are you merging them? Are you using a plugin tool? If so the documentation should tell you. There is no good built in way to merge instances.

Well based on what I am reading so far, sounds like a plug-in, i.e. - Project Configurator, has to be used. We are also considering just “moving” one instance, onto the same server as the other. Just want to be confirm if the ticket numbers are retained so links in emails, etc, don’t break. I appreciate your reply and any insight, or recommendations you might have.

I've used the project configurator app on our instance. This brings over the projects together into the destination instance and will retain the numbering and project key if it can. It will fail to import a project if there is a destination project with the same key/name with existing issues.
Links in emails may break however unless you alias the server name so that the links point to the correct server for the application.
With project configurator, if you are using a number of other third party pluggins/apps the tool may fail to import those particular settings. For example, we use the Extension for Service Desk app and it does not import the project settings for that app and it needs to be done manually.
The other consideration is the users in the system. If there is a difference in how users are configured between the two, you may have to do some changes to make sure that the data is correct between the two. The tool may want to create a new user if the usernames don't match up between the two systems for the same person.

If you use the plugin everything should be maintained. I think project configurator or one of the other plugins has a one time license for what you need.
