Where can I create a Rule in my personal free Jira account?

I wish to create a Rule such that a new user field I created in an Issue is populated by the user who selects a particular Status. I received an answer in a different post that suggests this is possible. In my personal free Jira account, I saw "Rules" I think in a quick guide tour that appeared, but I can't find it now. How can I navigate to a page that allows me to create a Rule?

Without more info, I'm guessing you mean the automation engine?
