Where's epic panel in Scrum Backlog?

A coworker setup a company-managed scrum project. However, the backlog view has no way to display epics, other than to check "Epic" in the "Type" filter.

This is what the Backlog view looks like. From my Googling, there is supposed to be an "Epic" button next to "User Story", but there's none:

View settings is supposed to have an option for Epic panel, but again there's none:

Does the project's configuration cause this?

Hello @KC Wong

Welcome to Atlassian Community!

As per the screenshot you've shared, it appears that the User Story is placed at the Epic level in the hierarchy due to which you are seeing "User Story panel" in the View Settings and not "Epic panel".

You can verify the Work item Hierarchy from the Settings > Work Items > Work type hierarchy to verify the same.

To view the panel, you can click on the User Story and enable the panel as shown below:

Currently the work item hierarchy looks like this:

I can't reorder the Epic and User Story items by dragging. Does their # matter or is it the order shown in the list?

Must Epic be 1 and User Story be 2?

Edit: I tested, the UI doesn't allow move User Story away from #1.

Hey @KC Wong

Be default, the Epic work type will be associated with the Epic hierarchy level (level 1) and the panel displays the Level name mapped to the Level 1. In this case, Level 1 is named as User Story, which is why the panel is displayed as "User Story".

This panel is intended to show the issues mapped to Level 1.

"User Story" is disabled in the drop down and cannot be unassigned from #1. 

I don't know how my coworker set this up, but currently it is not possible to change to #1 being Epic and #2 being User Story.

The absence of the option suggests that there are no Epics in your project.

Have you confirmed that Epics have been created in the project?

There are epics in the project, they get displayed in the Backlog view if and only if I do this: check "Epic" in "Type" drop down.

But search results said there should be a "Epic" dropdown button in between Version and User Story to begin with, and View config should have an option for Epic panel.
