Who has access to create a webhook in Jira Cloud?

Hello. As an admin, I can create webhooks. Is there a permission setting, which controls who can and can't create a webhook?

Any user having Administer Jira global permission can create webhook.

To clarify, only an admin can create webooks? Your reference to Global Permissions is creating some ambiguity.

Are you suggesting the ability to create webhooks are controlled by one of the five global permissions illustrated below?
