Anyone knows why my assignee is now IDs and not the actual user names? It's impossible to decipher which each ID means.

It is because of GDPR rules.
you can copy the ID then go to Settings > User Management.
Select a user and then paste the copied ID for their ID in the URL and press enter.
It will bring up the person attached to that ID.

Just to confirm - is it ID when viewing the filter's results? Or just when it's exported? Or somewhere else?
And when you say ID - is this the User ID? Or the unique identifier (which is lots of numbers/characters)?
It'd be good to know the scenario / need to see if we can find an alternate for displaying the name of a user.

When I save a filter that includes assignee- which is basically the user, I will open it later and instead of names I see ID

Ahh - you mean in the query itself rather than the results?
Then yes John is right, it's GDPR related. You can see more information on why this changed on this page - and how this impacted Jira on this page.
