Why can my users not see the board plan in Jira Software Cloud?

I've set up a plan for the board in one of my projects.  

I've added the ERP group as a plan user.  pic 1.png

 

I have the plan set so the plan users can view the plan.

Is anyone able to tell me/show me what permission setting I am missing so that people in the ERP Committee group can view the plan?

Hello @trthomas 

Do the members of the group have licenses for Jira Software?

Do they have permission to view the data on which the plan is based? Can they navigate directly to the project(s)? If the plan is based on filters have the filters been shared with them?

I've added the members to the project, but they do not have licenses. 

We had another plan in use where the members did not need to have licenses so I assumed that they were not needed here.  I have setup my plan to mimic the other plan settings as much as I can find.  

The plan is based on the project board itself, not a filter.  

I feel like I'm missing something so obvious.  Are there any specific settings I can capture and post here to answer questions?

To access Jira data a user must either have a license or the Project permissions must be set to make the project Public.

Compare the permissions of the project in the other plan to the project in the new plan to see if they match.
