I created a plan and tried sharing it but it's not viewable by others. I confirmed that under Permissions, it could be viewed/edited by All Advanced Roadmap Users and then made sure the users I was trying to show it to were categorized as such.
From the Plan Setting, ensure the Access Control permission points to the correct group for Edit ad View.
Also, check that Advanced Roadmap Users or Advanced Roadmap Viewer make sure the user you are sharing Plan with is in one of the assigned groups.

Hi Sam, as I mentioned I confirmed permissions to the plan were set correctly. I realized my mistake was that the filter which sourced my issues was set to private, as soon as I corrected that, the plan issues became visible. In my original post, I should have clarified that while advanced roadmap users could open the link to my plan, they weren't able to see the issues. Thanks for your help!
