Why does the keyboard shortcut (hotkey) ctrl-shift-b not work?

The keyboard shortcut (hotkey) 'ctrl-shift-b' for formating bullet-pointings doesn't work while editing any text-field in JIRA.
Also the keyboard shortcut (hotkey) 'ctrl-shift-n' for formating a numbering doesn't work while editing any text-field in JIRA.
Why do the keyboard shortcuts (hotkeys) 'ctrl-shift-b' and 'ctrl-shift-n' not work, although the hotkeys are mentioned in the mouse-hoover information of the formating-panel?
