The Boards dropdown (in the Project Sidebar) is no longer present. I am using a software project template. I even created a new project and that project doesn't have the Boards dropdown either. I also don't have the ability to create a board, unless I'm missing it.

Can you provide a screen image of what you are seeing? There have been changes to the Navigation UI that are being rolled out to Premium and Enterprise customers, and you may be experiencing a different UI because of that.
That's what I assumed, but then realized I don't have a way to create boards. I did just notice I can add through the plus sign here, but why don't I have that functionality on other projects? Is there a way to add it back?

Regarding why you don't have the functionality in other projects, that would depend on the Project Type and your permissions within that project. You won't get that option for any type of Team Managed project, for any type of Service Management project, or any type of Business project. Project Type information can be found on the View All Projects page.
Can you provide an example?
You can still navigate to the Board List also to access the Create Board button.

There is a change request about supporting multiple boards for TM projects.

You can create additional boards from a Saved Filter that references the Team Managed project, but you can't set the board Location to the Team Managed project so it would not be listed under the TM project in the navigation.
After creating the board you could add a Shortcut to it within the TM project.
But boards created from saved filters don't function quite the same at the native board for a Team Managed Software project.
And if you are working with a Team Managed Business project the differences are even more impactful.
