Even with the 6% scope change, that would should still put the remaining value line under the guideline based on time elapsed and work complete. At least, that is how it looks to me, but maybe my math is off?

It's difficult to tell from the image exactly what the amount of story points are at with each stage but looks about right if you are down to about 85-90 story points with a 6% increase of the initial story point estimates.
