Why in the "Importer" tool, when using the issue type equals to "Test", depending on the project we choose we can see different fields on the "Issue Fields" section?

Check the Custom Field Contexts and Field Configurations for those projects.  You are most likely using one or both of those to limit which Custom Fields are being presented to each Project.

Hi Dave. Thank you very much for your answer. 

You are right regarding the configurations made on those projects and I cannot revert it now so I need to find another way around to upload the Test Cases with they Test Steps.

Do you have any idea on how can I do this?

Probably the easiest thing to do would be to create a dummy Jira Project that has all the fields, workflow statuses, etc in it, then import in to that.  Once the data is in Jira, you can bulk move to the correct Project and use the move wizard to map the data to the available fields. You would only be able to use the fields available in the destination project, but you would have the history of the field changes.
