Why is my project prefilled with people?

Recently all projects I create are prefilled with people. 
It doesnt matter if I use a template to create the project or start a complete new one.
Does anyone know what the problem is?

Hi @Marcel Schmaltz ,

When a project is created, the system takes the roles from Global permissions. You need to modify the users there 

i.e. Go to admin settings --> System --> Project role. (https://<baseURL>.atlassian.net/secure/project/ViewProjectRoles.jspa)

Under each role, you can click on Manage Default Members and remove the users.
