Why is the Scheduled Issues link only available for certain projects?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

In the sidebar of some projects, there is a link to navigate to a screen where we can create and manage scheduled issues. However, for others, there is no link. In the case of at least one of our projects, the link used to be there but it is gone now (even though the scheduled issues continue to execute without issue). 

What determines when the Scheduled Issues link appears and disappears?

Make sure that the permissions are correct on the project.  https://psc-software.atlassian.net/wiki/spaces/SCHED/pages/1322024987/Permissions

Project: The Scheduler: Use

Granting this permission allows to use the app for creating scheduled issues (create, edit, view, delete). Project and Global Administrators are granted this by default - to ensure app can be used and managed. Global permission “The Scheduler: Access” is required.
