Why is the feature "Create a new linked issue" not in the Software Project application?

Now that remote copy no longer supports Jira 9.x not having this feature of "Create a new linked issue" is impacting our process.

It appears that Atlassian is not planning to implement this because similar functionality can be obtained through add-ons, and they intend to focus on other functionality that can't be obtained through add-ons.

What add-ons???  I don't see any mentioned in those two tickets. 

The Remote Copy add-on use to do this, but it does not support Jira 9.X

The first ticket has multiple add-ons listed in the comments. However the comments are years old and the add-ons may no longer be available or may not support the newest version of Jira.

Correct, they are OBE.  This is very frustrating.
