One of our admins is unable to see work logged on specific tickets for two users when he pulls a time report. I have already checked and seems he has all permissions granted to view and edit worklogs.
Both of these tickets have 20+ worklog entries, could that be the issue?

Yes, this is a Jira API limitation. You have to use a different API call.
