Hello, I am a Jira admin and I was going to set validation rule for transition to Implementation status that is supposed to require completing specific fields. I used to see Validator details in old editor, but I don't see it in the new UI. Can someone help me find Validator or point me to the right place?

Your image is still the old interface. Just click on the line going to the status. That will cause a popup to appear on the right. There you can select Validators.
@John Funk I opened new workflow view, and I see Validate details. But in order to edit Validation details, it suggests me to open an old view (see on the screenshot). Should I use Rules for that? I need to set a validation for moving to Implementation status. I want to request specific fields to be filled out by Assignee in order to be moved to Implementation. How can I do that? I see the list of Rules, which one should I select?

Weird - I see one for Restrict to when a field is a specific value - which you do not have that option.
What type of project are you using? Jira Software? Jira Work Management? Is it Team-managed or Company-managed?
Regardless you will need to use the old editor to add that particular validator. But it would be nice to know what type of project so I can see if I can duplicate.

Jira Software and it is company-managed type. I don't see the option Validator in the old editor either. Where should I look at?

As @Nikola Perisic rightly mentioned you need to select the "transition" To add a validator. As per the image you've selected the "Implementation" status.

You need to select the transtion which is this arrow where it says All, then you will see all of the options.
