I'm working through a permission issue for a project admin. It seems they cannot edit the transitions in a workflow, meaning the Post Function options are not available.
Is there anything in the permission scheme, or elsewhere, that can be adjusted to make this available at a project admin level as opposed to global admin level?
Unfortunately no, you if you are the Jira admin will have to fix any of the post functions, validators or conditions within workflows across the instance.
If it is a simplified workflow and not connected to any other projects you still can't edit or add the post functions etc.
There are some add-ons that might be able to extend the project admin functionality though. See below.
Delegated Administration for JIRA (allows selection of schemes by project administrators and maintenance of permissions and notification schemes)

No, the post-functions are not covered by "project admin can edit issue", they're still controlled at an admin level (because they're vastly powerful and you need people who understand them properly)
