Can i associate customise workflow with issue type ?

the problem is that i want restrictions for transations and different screens for transations only for one type of issue, is it possible to do it?

Yes certainly. Just create a new workflow and when you add it to the workflows screen for the project it will ask which Issuetype to associate it to.

And i can do the same for permissions and restrictions ? for specific issue

Yes you can use permission schemes and issue security scheme.
