Workflow - "No transition out of this status"

Hello everyone

I added an "On hold" status on our tickets workflow, but we saved with no transitions, so it reports: "There are no transitions out of this status", when I try to add a transition I get the message: "You cannot perform this operation on a draft workflow."

Would there be a way to remove this "On hold" or add a transition to exit it? We have some tickets that have been changed to on hold which now says "You don't have permission to transition this issue"

This is a known problem: https://jira.atlassian.com/browse/JRACLOUD-71640

The work around is to 

1. copy the current workflow
2. add a transition to the copied workflow
3. replace the current workflow with the copied one in workflow scheme
