I can't see workflow transitions.
But I have all permissions.
Please look at images which I attached.
For comparison I attached  images which show workflow transitions.
NORMALLY:

Hi @Jamil Rahimov,

it is possible that there are workflow conditions in place so that a specific user or group is required.

It is best to check the configured conditions for all your transitions. I suspect that there is a condition like only 'assignee condition' configured. This way only the assignee could transition the issue and therefore the buttons are displayed to the current assignee only.

I moved issue to another workflow and it worked.

I think there was condition which avoid to performing workflow transition.
