You do not have permission to link issues in this project.
When creating linked issue from CPHA JIRA towards LCDC JIRA for CD project, someone has this issue.
Do you have an issue linking one issue from one project to another project under the same instance?
if that is the case, try to see if you have similar permission on both projects especially "link issues" permission.
Thank you for the support! I actually checked the User roles in both JIRA projects comparing them with the user working well, no difference found.

Try to check the permissions in each project (if they use two different permissions) and see which group/user/role has the permission to "Link issues".

Are they both the same classic projects? cause if one of them is next-gen then it is an issue. Besides that contact support...

To provide "Developers" role permission in LCDC project solved the issue. But it is strange that others don't have this permission in LCDC don't experience the issue.

High Peng. This is indicative of you not having the necessary permissions in one of the projects. Are you an admin of both? If so please check project settings > permissions for the individual.
