Is it possible to provide access to filter or dashboard data if the specialist does not have access to the project?

if the user has no access to the project he will be not able to see tickets within a project. Tickets will be not visible from all sections including boards, filters, gadgets dashboards.

@Ivan Andrieiev user need to have browser permission in order to see issue in filter even if he has created the issue
in case if you want user to see only filter issues you can use the issue security feature on those issues in that case users will only see the issue you want them to .. you hav eto give permission to browse

You can provide the access to filter or Dashboard but however they won't able to view the data until you provide the browse project permission for that respective project.
