am i able to call jira api and access issue page in jira native app, or using a hyper link , i mean open issue page in app instead of in mobile browser?

I am sorry, I am a little confused here. Jira is a web service, so the "native" app really is "using it in a browser"
I suspect that you've got one of the Jira client apps on your device, so what you probably want to do is set up something on there that will spot when you try to visit a Jira url and open the app instead of a browser? Is that what you are looking for?

There is, you have to configure your device such that when you hit certain urls, it opens the app rather than the browser.
This is not something Jira can do, it is all about the settings on your device.

Yes, of course you can use the api, in whatever you want to write. But you'll still need to configure your device to know what to open a the urls with.
