is it possible to have access to one project but not to its board ?

Is the project a Company Managed project or a Team Managed project?

Is the project a Software project or a Work Management project?

What problem are you trying to solve by allowing the user to see the project (and issues in the project, I assume) but not the board? The board is just another view of the project that allows manipulation of the issues in the project.

If this is a Company Managed Software project I think there might be two ways to do this:

1. Change the Shares on the filter used by the board.

By default when a Company Managed project is created with an Agile board, a saved filter is created to use for that board and the Saved Filter is shared with the project, meaning anybody with access to the project can see the filter and see the board. If you change the sharing of the filter so that it is shared with everybody except that user, then I think they will not be able to see the board.

2. Give the user only Jira Core/Work Management product access.

This one I am less sure about. The product access granted to a user dictates what functionality they can access. For instance a user that has Jira Software product access can access Jira Service Management projects, but not the Service Management specific functionality like Queues and SM reports.

Jira Core/Work Management is a "lighter" version of Jira Software that doesn't include the "agile" functionality. It is possible that if the user has only Jira Core/Work Management access they might be able to access the Software project but not the agile board associated with the project. That would affect their access for all Software projects, though.
