Can you send a screenshot of what you are seeing? I am on the most recent version of Cloud and the icons/pictures attached are what I have in issue. You do need to open the issue in order to complete these actions. For example, you need to click on the hyperlink of the issue so that it is in full "view issue" screen mode.
These options are not available from the right side panel view when you click on an issue or when you click the issue from the Kanban/Scrum Board. You need to fully open the issue.

Have you selected the 'view more' link in the menu pane at the top of the page?
Are you an Administrator? If not, you may be missing a permission.
I have the same view that you have shared when I click on an issue from within the board. When I open the issue into a new tab/page, I have all of the options to share, download and more.
