Can I customize the time tracking feature in Jira only if I want to start tracking my effort on an issue type provided I flip the status from open to In progress? I.e. my time should start tracking only when I am in progress status and up to completion of workflow but do not start my time spent on issue type while I am on open or start or initial status?

If you want to achieve this for particular issue states and issue types, then automation apps can help. There are few of them, e.g. Script Runner and Automation.
You can also consider Clockwork Automated Timesheets. It helps to automate time tracking and therefore making it more precise. It starts a timer when an issue goes to a status of In Progress category. The timer is stopped and the time is logged when the issue goes to "Open" or "Done" category.
It does not allow to select particular issue types at the moment (so, for example, you cannot get time tracked automatically for Bugs only but not for Stories).
