Cannot paste an image into description when using a URL shortcut (not the "create" button click) to kick of the issue creation - until the issue is saved, then I can go back into the description and paste where I need the image to appear. This is not helpful

This does not look like a bug in my testing as I was not able to reproduce the behavior and images are able to be drag and dropped into the description field on the creation screen and pasted into the screen on creating without issue on my test instance in both the new issue view and the classic view, as well as next-gen projects (that use the new view only)

Additionally, if this is failing in both the classic view and the new issue view, I think this may be a configuration conflict. Can you check to verify that the attachment field has been added to the create issue screen for the project?
If you go to your personal settings under your profile and disable the new issue view, be deselecting the green checkbox next to the feature. And then go to the effected projects project settings > Screens and then Expand the screen scheme options used for your issue type and select the Screen's name hyperlink for the create issue screen it will take you to the screen configuration page the issue type is using, make sure attachments is a listed option in the available fields for the screen.

Ah, I think I see the problem @Earl McCutcheon --- when I click the "Create" button on the JIRA top bar I can indeed paste the image fine before the issue is created...
However, if I use my browser bookmarks bar shortcut (which points to https://instancename.atlassian.net/secure/CreateIssue!default.jspa - intended as a quick way to start a JIRA issue from anywhere) then the paste operation does not work
Also tried with url ending /CreateIssue.jspa
and variations that specify project and issue types, e.g. urls ending with
?pid=14700&issuetype=1
But it seems that if the new issue creation process does not start with button clicked popover window, the description field will not accept clipboard pastes -- seems to not be an old view vs new view problem.
Perhaps there is a newer hidden URL I could use? I think I have used this type of URL for years

Yes, thanks for the reminder. I was looking into this one for you and I can reproduce using the saved URL as you noted, however, the saved URL method would be a workaround for the issue creation dialogue and not a direct intended function in the system. So, after some internal discussion, we are classifying this one as a side effect of a workaround rather than a direct BUG.
We have the following feature request that was already in place and initially in created to track interest in an option for adding back to the system a method to create issues in a new screen dialogue in an alternate tab, but I update the request to note this workaround plus the caveat with the image paste action for additional follow up:
